PF Authorities targeting Healthcare Establishments

The Employees Provident Fund Organisation has recently in a cirucular dated 1st August 2014 has proposed to increasea the limit of Coverage for PF from the existing Rs.6500/- Limit to Rs.15000/-. The circular has notified the area enforcement officers to list out visible establishments like Hospitals, Diagnostic Centres, Maternity Centres, Hotels, Restaurants, Schools, Workshops, Showrooms of Branded Companies etc., and submit a report to the Regional Provident Fund Commissioners.

In view of the notification, Companies operating in these domains have to be ready and carry out preparatory activities to bring employees under above mentioned ceiling to be covered under Provident Fund.

Draft Minimum Standards for Various Categories of Clinical Establishments

The Clinical Establishments (Registration and Regulation) Act, 2010 has been enacted by the Central Government to provide for registration and regulation of all clinical establishments in the country with a view to prescribing the minimum standards of facilities and services provided by them. The act has already taken effect in 4 States and all Union Territories since 1st March 2012 vide Gazette Notification dated 28th February 2012.

Keeping in view to implement the act across the country the National Council for Clinical Establishments under the Chairmanship of Director General of Health Services, Government of India in consultation with various stakeholders has prepared draft minimum standards for various categories of Clinical Establishments for implementation of the Clinical Establishments Act.

The comments, suggestions, objections, including deletions /additions if required in the draft documents are invited from public at large, including the stakeholders like hospitals and other clinical establishments, consumer groups etc.

Hospitals struggle to get doctors and nurses to wash their hands. That’s a serious problem, since hand washing is one of the keys to reducing healthcare acquired infections that afflict more than a million patients a year and kill over 100,000. And it’s one of the reasons you should try your best to stay out of the hospital.

For the past few years I’ve heard suggestions that patients should take a more active role, and in fact have the responsibility to speak up. Today’s Wall Street Journal (Why Hospitals Want Patients to Ask Doctors, ‘Have You Washed Your Hands?’covers the topic again, with a pretty strong message that patients need to take charge.

Xcode Life Sciences joins hands with IMA-TN branch to create awareness on genetic decoding

In an effort to create awareness on genetic decoding for healthcare, the Chennai-based biotechnology company, Xcode Life Sciences Pvt. Ltd, has started initiating healthcare based programmes by joining hands with Indian Medical Association (IMA), Tamil Nadu branch.

 

As a first step, a continuing medical education (CME) programme on ‘Lifelong Happiness through Personalised Genetics’ was conducted jointly by the company and IMA in Chennai.

 

Dr Pankaj Mankad, director, Xcode Life Sciences, while speaking at the programme, provided a comprehensive view on the present health situations prevailing in India and offered some key insights into the impact of chronic diseases in the country. Discussing the concept of genetic decoding and its role in predicting risk of chronic disease, he emphasized that genetic decoding would help for maintaining good health. The doctor said it is a solution to India’s health worries in future.

 

According to the findings from the Global Burden of Diseases, Injuries, and Risk Factors (GBD) 2010, the major reason of death in India was ischemic heart disease followed by chronic obstructive pulmonary disease, stroke, respiratory infections and tuberculosis, he said. A study carried out in collaboration with the Registrar General of India (RGI) and the Indian Council of Medical Research (ICMR) in 2010, stated that Cardio Vascular Diseases (CVDs) accounted for nearly 25 per cent of deaths in the age group of 25-69 in India.

 

In the case of diabetes, India’s diabetes burden is expected to cross the 100 million mark by 2030 as against 87 million earlier estimated. The country is also the largest contributor to regional mortality with 983, 000 deaths caused due to diabetes in 2011.

 

Dignitaries from the medical professions like Dr A Muruganathan, president – Association of Physicians of India, Dr L P Thangavelu, State President – Indian Medical Association (IMA) TN Branch, Dr M Balasubramanian – IMA president Elect and Dr C Anbarasu, chairman – IMA Nursing Home Board, participated in the CME programme.

 

While addressing the audience, Dr M Balasubramanian, IMA president elect, said the IMA Tamil Nadu is pleased to partner with Xcode and added that genetic decoding could bring about a paradigm shift in the healthcare domain. It is learnt that predictive and pre-symptomatic genetic tests in line with Xcode’s P4 health programme, can be used to detect genetic variations associated with disorders that appear after birth, often later in life.

Brazil's ANVISA issues water purification norms for pharmaceuticals

Brazil’s National Health Surveillance Agency (ANVISA) has now issued a guidance on Quality Water Purification Systems for Pharmaceutical Use.

 

While these guidelines are issued early this month are for the pharmaceutical manufacturers in Brazil, the same is also applicable for the ANVISA approved facilities in India, according to industry experts.

 

The Indian companies which have been cleared as ANVISA approved facilities include Aurobindo Pharma, Akums Drugs, Torrent, Strides Arcolab, Cadila Healthcare, IPCA, Micro Therapeutic Research Labs, Jubilant Lifesciences, Panacea Biotec, Opto Circuits India Limited, Ranbaxy, FDC, Indoco, Micro Labs to name a few.

 

The guidelines are seen to be in line with the World Health Organisation (WHO) issued in 2005 and ANVISA too has come out with its own norms.

 

ANVISA has now provided the minimum requirements for the materials, construction, maintenance, operation and control of the distribution of water for pharmaceutical use. “It represents the harmonization of regulatory requirements in health inspections conducted by the National Sanitary Surveillance (SNVS). Resolution RDC 17/2010 has been agreed to for the first time. There is a chapter exclusively for the generation and distribution systems for water for pharmaceutical use and the guidance furthers the purpose of the Resolution. The norms are based on international benchmarks and national know-how,” reports the regulatory authority.

 

The specifications for water for pharmaceutical use (WPU), is for specific applications, such as the manufacture of active pharmaceutical ingredients (APIs) and dosage forms, and to provide guidance on the good manufacturing practice (GMP) regarding the design, installation and operation of pharmaceutical water systems, according to the guidance.

 

Pharma companies including Micro Labs are now viewing the norms as a welcome step as it would further elevate the quality requirements. There is need to focus on water quality standards which is the base for all drug manufacture, stated an official.

 

According to the Karnataka Drugs & Pharmaceutical Manufacturers Association, so long the pharma industry in India has been adhering to the World Health Organisation (WHO) Good Manufacturing Practices: water for pharmaceutical use. The WHO mandates importance of water quality as it forms of the core of drug manufacture. Even in drug research and development water quality is of prime importance.

 

According to WHO manual on application of water to processes and dosage forms, “water has unique chemical properties due to its polarity and hydrogen bonds. This means it is able to dissolve, absorb, adsorb or suspend many different compounds. These include contaminants that may represent hazards in themselves or that may be able to react with intended product substances, resulting in hazards to health”.

 

“Water is the most widely used matter, which is indispensable right from the commencement of production, processing and formulation of pharmaceutical products. Therefore these guidelines from ANVISA are important as Brazil too comes under the umbrella of emerging countries and therefore the guidance is seen as an important step towards quality adherence,” said researchers from the Indian Institute of Science who have entered into academia-industry partnerships in the pharma space which have ANVISA approved production plants.

Govt may take up only NBRA Bill from healthcare sector in current session of parliament

The Biotechnology Regulatory Authority of India Bill (NBRA Bill) is the only Bill in the health and pharma sectors which has found a place in the tentative list for transaction of business during the ongoing budget session of Parliament which has started on February 21.

 

Though there are several important Bills belonging to the health and pharma sectors like ART Bill, HIV/AIDS Bill, Ethical Guidelines for Biomedical Research on Human Subjects Bill, Central Drug Authority (CDA) Bill, Medical Devices Bill, etc., which have been waiting for introduction in Parliament, only NBRA has been included for transaction of business during the ongoing budget session of Parliament.

 

In fact, the NBRA Bill has repeatedly been finding a place in the tentative list for transaction of business for the last several sessions of Parliament. On several occasions, the NBRA Bill, drafted by the Department of Biotechnology (DBT), was almost introduced but was held back at the eleventh hour due to some technical lacunae or due to some political issues which took precedence over several important Bills including the NBRA Bill.

 

But, sources now say that the introduction of this crucial Bill during the ongoing budget session is almost certain if Parliament is not preoccupied by some other political storm as was witnessed during the last several sessions of Parliament. Otherwise, all technical hindrances have been removed for the introduction of the Bill, sources said.

 

In the tentative list of 20 new bills listed to be introduced during this session, NBRA Bill is the only Bill in the health and pharma sectors. The Bill is being introduced to establish Biotechnology Regulatory Authority of India to regulate research, import, transport, use of organisms and product produced from modern biotechnology.

 

The Bill seeks to make NBRA as an independent, autonomous, statutory agency to safeguard the health and safety of the people of India and to protect the environment by identifying risks posed by, or as a result of, modern biotechnology, and managing those risks through regulating the safe development and deployment of biotechnology products and processes.

Medical concierge to your rescue

When a Mumbai-based medical concierge services company arranged for a quick consultation with the cardiologist at Fortis for one of its customers in Delhi, it was just the beginning. The service didn’t stop there. After the customer, a patient, was discharged, the family wanted to have a qualified nurse to monitor the patient for a few more days. The company stepped in to suggest names of agencies which could provide these services. She got to make use of these services as her husband was a travel policyholder of ICICI Lombard, which offered these services free of cost to the policyholder’s family.

 

Providing contact details of medical services, fixing appointments with doctors, planning an abroad trip to get medical aid and arranging for accommodation are a few services that fall under the ambit of a medical concierge. Concierges which take charge of such details are also called medical facilitators.

 

This market is huge abroad. In India, it is yet to pick up in a big way. However, some institutions do offer medical concierge services in their own way. While wealth managers offer these end-to-end facilities under a common head of other concierge services, Sahara Care House and other medical centres offer it exclusively.

 

Non-resident Indians (NRIs) or foreigners who come to India for cheap medical facilities are the biggest target group for these services.

 

For instance, ICICI Lombard offers medical services only to their foreign travel policyholders. In other words, it takes care of the family of the insured in India, while the insured is travelling. Sanjay Dutta, head-customer service at ICICI Lombard, says, “This is a new facility offered to our travel policyholders and we realised there was an increasing need for this.”

 

While this is offered to the family of the insured, most needs arise out of emergency. “Personal care and quick assistance to patients are the need of the hour,” says Dutta.

 

In the case of a travel policy, a 30-year old travelling to Europe for 10 days will have to pay a premium of Rs 1,300 for a medical insurance of $100,000 (about Rs 54 Lakhs . This policyholder’s family can make use of the medical concierge services offered by the insurer. The insurer can help the family with medical information on the city or location including transport, documentation and local culture information. The insurer can also move the patient or the injured to a medical centre, with air or surface transport where needed.

 

Some private hospitals have started concierge desks, where packages can be bought for the patient. It could be basic offering such as a spa, gym or restaurant coupon to the patient’s family. For instance, Sahara’s hospital in Lucknow allows relatives to view and speak to the patient in the counselling room at the hospital without compromising on hygiene and sterility. For a Mumbai-based private hospital, such concierge packages start from Rs 10,000, which includes hospitality and wellness-related services.

 

Sahara Care House, an on line concierge portal, offers medical services under their healthcare services bracket. For instance, the website says their relationship ambassador recently helped a person through his by-pass surgery process, while his family was back in Australia.

 

A medical concierge is like a coin with two sides. Such services might be rendered coming out of a high net worth individual’s requirement or a patient who requires immediate attention. For instance, a person who needs to be admitted on an emergency basis and a father who wants to send across gifts and flowers to his child admitted in hospital.

 

With the increase in medical tourism in India, there is a need for such services. According to estimates, India’s share in the global medical tourism segment will reach around three per cent of GDP by end-2013. Major healthcare players in India such as Apollo and Fortis have reported that 10 per cent of their revenue comes from this segment. If medical tourism bridges problems such as lack of transparency in billing system, low patient flow, etc.  then there will gradually be more demand for medical concierge services.

AVP bags award from EU for comparative study on allopathy & ayurvedic therapies for RA

Arya Vaidya Pharmacy, Coimbatore has been recognised for the outcome of a clinical study on rheumatoid arthritis (RA) proving the benefits of herbal medicine over modern drugs. The study compared safety and efficacy of standard allopathic treatment and multi-modal ayurvedic treatment for rheumatoid arthritis in 45 patients.

 

The Indo US collaborative study conducted by AVP and the University of California, funded by the National Institutes of Health (NIH), USA has received the Integrative Medicine Research Excellence Award from the European Society of Integrative Medicine for its findings.

 

The three-year long study was conducted at the 100 bed AVP, a 70 year-old leading ayurvedic institution. It adopted a protocol, meeting the requirements of American College of Rheumatology. This is one of the few studies conducted on Ayurveda and funded by NIH. Dr Daniel Furst, leading rheumatologist from the  University of California, Los Angeles was the lead investigator.

 

Patients were assigned to three arms that received allopathic treatment, ayurvedic treatment or a combination of both. The study revealed that ayurvedic treatment was approximately equivalent to methotrexate with fewer side effects. The patients showed clinically significant improvement on the Disease Activity Scores.

 

The paper resulting from this study has been published in Annals of Rheumatic Diseases and Journal of Clinical Rheumatology, which was recognised by this award to be of high quality research and contribution to Integrative Medicine Research.

 

The research team from AVP is led by Dr P R Krishna Kumar. It was Dr Furst who, received the award consisting of a cash and a citation at Florence, Italy by the European Society of Integrative Medicine.

 

“We view the successful completion of the study and the award from European Society of Integrative Medicine as a major effort. In mid-2011 European Union Directorate had issued a caution note about the adverse effects of alternative medicines from India. We can now confront such negative views on the science of Ayurveda with a never before documented evidence backed by international verification. The achievement is important for Indian system of medicine. We have made a good beginning bagging the honours from Europe,” Dr Ram Manohar, director, AVP Research Foundation told Pharmabiz.

 

Moreover, a well known Professor of Complementary Medicine, Dr Edzard Enrst, University of Exter, UK has also mentioned that the protocols of AVP study should be adopted as a blueprint for further research on complementary and alternative medicine, while writing a commentary on the paper in another publication that deals with focus on such research, he added.

 

Plans are underway to carry out more research and also bring out databases of Ayurveda to promote integrative medicine for which AVP is also looking at collaborators and partners.

 

“While there is a general perception that rheumatoid arthritis is not curable or treatable, Ayurveda offers excellent and different modalities. “We have been administering the therapy for  years successfully. Ample data is generated data on such ayurvedic treatment and medicines usage in a systematic way in this study,” said Dr KG Raveendran, medical director, Arya Vaidya Pharmacy.

 

AVP Research, which was a Trust earlier has now been reorganised as AVP Research Foundation and was recently approved by the Department of Scientific and Industrial Research as an independent Scientific and Industrial Research Organisation (SIRO).
